My old underfloor heating uses a lot of electricity — can that be fixed?

Often, and more cheaply than you might think. A tired thermostat without a working sensor can let the floor run unnecessarily — replacing it with a modern thermostat with floor sensor and a time schedule usually shows up immediately in consumption.
