The most common signs: the radiator is scorching hot even though the room is already warm, it never gets properly warm regardless of the setting, or the temperature swings noticeably over the day. The heating element in a radiator typically lasts far longer than the control — so when a radiator behaves oddly the thermostat is the first suspect, not the whole radiator.
If the radiator is in good condition otherwise, a new thermostat is usually sufficient — a smaller intervention than replacing the radiator. If it is old, rusty or undersized it makes more sense to replace the whole thing; in that case the package price for radiator replacements applies instead.
